Disable unsupported features in Web UI

We are not yet running server 2003, so all those bells and
whistles are not available. Can all of those WSS/2003-
related features be disabled so users simply can't click
on them or so they don't do anything (a message might be
OK)?

I almost edited the ASP stuff, but I successfully denied
myself the opportunity to mess it up.
