Disable user access to email signature

Hi,
We are running XP on a Windows 2003 domain with exchnage 2003.
I am implementing standard email signatures via a vbs script and html
templates.
I am looking for a way to disable user access to change their signatures. I
have looked at the office 2003 .adm files for group policy but cannot see any
setting to do this.

Can anyone give me any idea how i could do this?

Sorry, i think you misunderstood, i just want stop users being able to change
their signatures via tools>options>mail format in Outlook 2003. I thought
there would be a group policy to do this but i can't seem to find it.
