Disable user access to toolbars

I need to control what toolbars are used in Office
applications.

I need to prevent the user from launching the Web toolbar
in any and all Office programs.

Disabling the ability to load any toolbars would be
helpful.

I have disabled the user's ability to edit the registry.

I agree with your comments about savvy users, however I am
working with a locked down system (by policy) and my
concern is to incorperate any protection I can.

Are you sayng there is no way to disable the View|Toolbars
option?

Sure you can disable the menu item and the ability to right-click a
toolbar but a double-click in an empty area of the toolbar will open
the Customize toolbars dialog box and so far there is no way to
disable it. It's actually fairly simple and not limited to savvy
users.
