disabled functions

Several functions seem to be disabled in my Excel 2003
installation. For one, I cannot delete a worksheet or
tab in a workbook. For another, I cannot get the "merge
& center" function to work correctly - it only merges as
many cells as the text needs to fill, instead of all the
cells I select. I have studied everything "help" has to
offer, and Excel says I have unresticted access to this
workbook. Any ideas?
