disabled opening form templates from the internet

So, does anyone know the casuse of this error?

"The following form template cannot be opened because the system
administrator has disabled opening form templates from the Internet"

I think that your webmaster needs to enable XML files to be executed on the
internet to fix this.

Can you expound on this comment....I am not sure where I would do this...in
IE?
