Disabled Ribbon items in 2007?

Hi,

A friend asked me to look at his copy of Powerpoint 2007; some of his
ribbon items were disabled, notably the items on the Developer tab
(only the Macro Security button was enabled). The ones on mine are
enabled, so I'm not sure what I need to set on his machine to enable
them. His copy is already activated (I checked via the button in the
Resources dialog), so that's not it.

Any idea?
