Disabling "encrypt data between outlook and exchange" setting

Installing Office 2007 SP1 slipstreamed. We're having an issue on our
network, because this setting is checked. Yet, checking the OCT and the ADM,
the "enable RPC encryption" setting is "not configured" in each.

IS this the right setting, and, we have to DISABLE it, in order to uncheck
the box in OutLook?

WHY, if not configured, would it be checked?
