disabling speech recognition setup box on start up

Somehow I managed to open the speech recognition feature
in Outlook. I didn't (and don't) want to use this
feature, so I cancelled the operation. Now everytime I
open Outlook, the same set up prompt is displayed. I can
uncheck "speech" in "tools," but the prompt is displayed
again next time the program is started. Any ideas?
