Disabling the use of passwords in documents

Does anyone know of a Windows Group Policy setting that
can be used to prevent users from being able to save
office documents with a password?

Why would you want to do that?

To stop people password protecting documents!
It can cost a business a lot of time and money if someone passwords a doc,
then leaves.
