Disappearing footnote divider line

I have this problem with Word 2008. When you create a footnote Word puts it nicely at the foot of the page with a short dividing line to separate it from the body of the text. In Word 2008 this line disappears most of the time. One can delete a line above and replace that line to make the line reappear. But it never stays so - which is bad news because one is often editing the body text to fit above that line. Also visually one needs it in page layout. Help please?

Hmm, I feel like someone else reported this, don't quite recall the
resolution.

Try resetting the line--in View | Draft, select View | Footnotes and set
the Footnote Pane dropdown to Footnote Separator and click Reset. That
might clear out the issue.

Uh, in general, in Word, manually editing the body text to fit above a
line is a path to unhappines--best to let Word decide where the page
breaks will be and use Word's features such "keep this text together"
and "keep this para with next" to control it, but hitting enter here or
there to manipulate text flow will drive you crazy and break as soon as
you take the doc to another computer.
