Disappearing Menu View and Tools

I am not sure what happened, but my "view" menu and "tools" menu disappeared
from my menu bar. I have read and re-read the answers available in the help
menu but all the fixes require the view or tool menu. Has this happened to
anyone else? Can you tell me how to bring them back?

thats a tough one, i know there is are options about "full menus" and
toolbar/menu changes, but those are in the Startup configuration of
the database which is found in the....Tools menu.

if you do Alt-T, will Tools come up then?
