Disappearing outlook 2003 shortcuts

I've seen many posts on teh subject but no solution...

We have a user using office 2003 - Hebrew interface.

Eaxh time I create folders with shortcuts once I logoff outlook and then log
back in, each shortcut I click disappears.

I've tried deleting outlook profiles, creating profiles with dif. names,
removing and reinstalling office, making sure we have SP2 installed, tried
turning off cache mode, tried writing all the folders in English...

NOTHING WORKS....

and we do not use special characters in the folder or shortcut names...

the shortcuts are to calendars of various users that my particular user is a
delegate of... I've not tried other types of folders since I haven't been
able to get through this hurdle.

Desperately seeking assistance.

so they are shown on the bar when you restart but disappear when you click
on them?
