disappearing toolbar icons

Whilst I use Outlook Express 6 the toolbar icons
gradually disappear from the screen - I then try to reset
them using the customize toolbar commands - this only
lasts temporarily before they start disappearing again -
they disappear leaving a minimum of three icons on the
toolbar.
