Disaster Recovery testing problem

We tried to test our DRP for Project Server in conjunction with Windows
SharePoint Services (WSS).
We removed the old server from our domain, install a new one and add it with
the previous name and IP address.

When installing WSS and try to connect to remote SQL server WSS config DB we
receive a message:

Login failed for user 'OurDomain\ServerName$'. (Error code: 18456).

How to resolve it and install correctly ?
