According to the documentation at

the DiscoveryNeedOptIn value should ask the user to opt in to the discovery
mechanism for research services.
If I set the value to 0, the discovery server listed shows the services.
If I set the value to 1, no services are listed and I am not asked to opt
in.
Where do I opt in in Office 2003 for discovery? Shouldn't that be when I
press Add Services... from the Research Options dialog?
