Is there a way to make a discussion message persist on the screen while
someone drafts a response? This behavior is very frustrating to my team.

There's not an option for it, but if you don't mind multiple windows, the
workaround is simple. After opening your response window, right-click on the
tool tab and choose "Open in New Window". That will open the discussion in a
separate window, with the focus in its last location -- that is, on the
message that you are responding to.
