Display 24 hrs (11, 12, 13, 14...) on timescale and start/finish columns

I am trying to display hours in 24 hour format instead of 1-12 am/pm.

I have selected 24 hour calendar for the project but this doesn't seem to help.

Using MS Project 2002.

Go to the Regional Settings in Windows and change
the "time" settings with a capital H for hour.
