Display blank data rows in a report

How can I force the same set of row labels in a report even if the value is
null or blank in the table? I would like my report to look like this:

Year 1 Year2 Year3 ----these are the column headers
Fund Name1

and the 'static' row headers are:
ACTUAL
HISTORIC
TOTAL
ORIGINAL
DIFFERENCE
% OF DIFFERENCE

I would like to make these 6 items to show for each FundName in my report.

It took me a great deal of work to get the numbers to sort of 'Pivot' . But
now I would like the rows to display even if there are no values stored in
the report.

I would really appreciate some direction as to how I can achieve this. Thank
you

Jeff, I found Crosstab reports but only apply to Access 2003. I'm still
running Access 2002. Do you know if there's a workaround for 2002?

I seem to recall that cross-tabs (queries, reports) have been around for
quite a few versions. If this were mine, I'd probably search on-line with
"MS Access cross-tab".

Jeff, I apologize for being slow at getting back with my replies. I have just
been going over the MS Help sites that I know of and could not find any
documentation on Crosstab reports prior to the 2003 version. I even posted a
comment on how the Help was written asking for more details. Hoping that it
may give me an idea for a workaround.

Does anyone have any idea on how I can achieve the desired report through
the use of expressions or some other technique?
I really appreciate your help.
