Display header for Word doc when sent to recipient

I've set up my doc with header and footer. Then the content is pasted into
it. I send it to a recipient but the recipient did not see the header and
footer. Is it possible to do this similar to the digital subscriptions?

Is this an e-mail message? The two standard formats for e-mail are plain
text and html. Neither supports headers/footers. Your best bet is to send it
as an attachment - preferably in PDF format (for which you'll need extra
software such as PrimoPDF).

Thanks for your response.

Yes. This document is sent as an e-mail message. If the document can display
background using Theme, why not in this case?

Sending it as an attachment or converting to PDF will work. Unfortunately,
the client do not want it as an attachment or in PDF.

My other option is to publish it as a web page and send it to recipient
instead. My only concern with that is, I'm trying to set this up as a
template for business users and they do not have privilege to push out files
to a production web server.

This is not a background or theme issue, it is a header/footer issue. HTML
does not support pages, let alone header/footers.
