To Add to what SasaT has stated. Right now I see three options:

a) that there is programmatic way to access the logic behind that checkbox
implemented inside Outlook and mentioned in the below kb article;
b) to automate the UI (programmatically open the Properties dialog for the
pst file, click the checkbox and close the properties dialog)
c) to reverse engineer the enitre process

a) is prefered way to solve the problem.
b) is ugly but should work somehow. That would be last resort.
If someone could describe what exactly happens after the user clicks the
checkbox we wouldn't mind having to do c).

There's nothing documented about this and to my knowledge no one has reverse
engineered what happens when the setting is changed. At least nothing is
publicly known about that. The settings for that aren't exposed in the
object model and from a quick examination using a MAPI viewer I don't see
anything different in the search folders for the ToDo bar or for reminders
or any of the other search folders in Outlook.

There's also no way of using code to open the Properties tab in the folder
property pages and change any settings on that tab or any other tab.
