Display Shortcuts and Folder List simultaneously

In Outlook 2003,....
how do I configure Outlook's settings so that I can simultaneously view both
the Folder List **AND** the Shortcuts side-by-side, in adjacent "panes"?

In the previous version of Outlook that I used for years, I was able to do
just that, and found it quite beneficial to the way I used Outlook to manage
my messages.

With Outlook 2003 (which I just switched to - okay, I'm behind), I cannot
find a way to get this simultaneous, side-by-side display of Folder List and
Shortcuts.

Outlook 2003 and 2007 do not have that capability.
