Displays in Control Panel

I recently took my computer in to have a virus removed. When I got it back, I
can't set my wallpaper or screensaver. The guy at the shop said to put my
Windows XP disk in the machine and then restart the computer, which I did.
When the screen asked if I wanted to reboot from the disk, I clicked on a
key. The screen went blank and then opened the normal Windows XP starup image
with the progress bar running. When I click on Control Panel and then
Display, I get a window with three tabs only and not the usual one that
includes tabs for Background and Screen Saver. How do I fix this?
