Distrib list w/i Distrib list?

I need to have 2 distribution lists for committee
representatives where one is a sub-set of the other. I
already had "Committee A" set up with 20 members and it
worked fine when sending e-mail just to them.
I then created a new list for "Committee B" and when
choosing the members I selected the "Committee A"
distribution list plus 8 other names. Outlook 2000
allowed me to do this and I assumed a message would go to
all 28 people when I selected "Committee B" in the "To"
line of a new message. Instead my message only went to 8
people and I got a bounce-back saying that "Committee A" e-
mail address was not valid.
Does anyone know if a distribution list within a
distribution list can work? (Yes, I can manually add the
20 names from the first list to the 2nd, but I'd like to
only make changes in one place if possible.)

This should work if you created actual distribution lists in your Outlook Contacts folder. I suspect it might not work if you created "groups" in the address book in Internet Mail ONly mode.
