Distribute Horizontally and Distribute Vertically not turned on

I'm trying to make a border in word. I have several duplicate pictures
across the top in the header section. I aligned them to the top. However, I
need to space them equidistant from eachother. I select them all and go to
'Align'; however, the Distribute Horizontally and Distribute Vertically are
turned off. What can I do to get them turned on?

What version of Word? If this is 2007, ISTR they have to be in a drawing
