distribute Outloook 2003 rules

Is it possible to distribute an Outlook 2003 rule to the entire organization?
All my clients are using Outlook 2003. I have created a rule that I want
everyone use. I exported the rule, but I need all Outlook 2003 clients to
have this rule imported without having to go to each workstation. I have
tried the outlook11.adm template for Group Policy, but there are no options
for distributing rules.
