Distributing diagrams with Visio Shapes??

I read on Microsoft's website that:

"As a solutions developer, you cannot distribute any copyrighted master
provided with Microsoft Visio or through a Web-based subscription service,
unless your user already has a licensed copy of Visio that includes that
master, or your user has a valid subscription to the Web-based service, or
you've signed an agreement that allows you to distribute individual masters
to your users. This includes shapes you create by modifying or deriving
shapes from copyrighted masters."

This seems very confusing.

Does this mean I cannot create a Visio document using shapes from standard
Visio Professional stencils, and send that document to anyone without
checking first that they have the right license?

I understand that it means I can't share Stencil files that come with Visio,
but does it mean I can't "drop" a Master (that's inc. w/ Visio Professional)
into a document and then share the document?

For example, can I drop a network shape (which only come with Visio Pro)
onto a network diagram, and share the resulting document?

I hope I'm reading this wrong...

Copy right is important. The following is just my idea, not Microsoft.
I think you can send your Visio diagram to the person who has Visio in his PC.
The copy right of your Visio diagram is yours except the shapes supplied
with Visio.
I think you have no problem to distribute your Visio diagram with Visio
shapes on your drawing. Otherwise there is no meaning to use Visio.
But if you wish to distribute your shapes, your shapes must be completely
new shapes made by you and with your copy right marks.
