In Outlook 2003 is there any way to import a group of names from an outlook
message and make them a disrtibution group in your contacts even though some
of the names are not contained in your contact list?

Only if the names and addresses are in the form:

name address
name address
name address

or

name <address>;name <address>;name <address>

My point is that unless you have addresses in either format, you won't be
able to do what you want. You can't have just a a name by itself. You need
a name/address pair or just addresses in either case.
