<div> background color and border color

I know this has probably been answered a million time, but I've done a
search on the group and can't find it. My question is this: If I have a
border like this:
<div id="sidebar" style="border: 3px solid; padding: 5px;
font-size:8pt; width:120px; height: 250px; overflow: scroll"></div> How
can I change the border color and the background color?
I have tried inserting many combinations, such as"border color:"
"bgcolor:", etc., but nothing works. Is it possible? Thanks in advance
for any help.

Ok, I just found out how to do border color, so is there a way to
background color, or is it really just a reserved space on a page?
