Dividing times

Hi all,

I have an average amount of waiting time for my vehicles
in F3 = 1:29 (1 hour 29 minutes)it is variable

What I would like to do is in cell J2:

divide F3 by 30 minutes and roundup so the result would
equal 3. I than need to multiply that figure by say
$20.00 then multiply by 5 (drivers) so I get the end
result of:

$300.00

Can anyone help?
