Division by decimal

I try to enter this formula on a cell "+1/2.21" Excel give
me a error buyt when I try "=1/2.21", it is ok.
And "+1/2.21" is except by a new sheet. I wonder why this
is so

When the format of the cell is General than it will except +1/2.21, when the format is something else it doesn't
