DLL error launching Outlook Expresso

I receive the following error when I launch Outlook:

Msimn has caused an error in MLANG.DLL
Msimn will now close.

I've uninstalled Outlook Expresso and reinstalled from the
Microsoft website.

What can be done to fix this?

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.
