Do I have borders and shading with my word 2003

When I go to use borders and shading in Word 2003 it tells me it can no do,
as it isn't installed and would I like to install it now,when I click yes, it
starts the procedure then gives an error message that says error 1311
C:\MSOCache\ALLUSERS\90000409-6000-11D3-8CFE-0150048383C9\W4561409.CAB Have
not been able to figure out whats going on,can anyone out there help
me,here's hoping.
