Do I have to use a RBS?

What is the default behaviour of PS2007 if I do not use a RBS? If for
example I have a small department and everyone needs to look at everyone's
elses projects and resources then can I get away without using one? If I go
down this route do I still have basic security so that Project Manager A
cannot update Project Manager B's data? Thanks in advance.
