Do I need office 98 to run front page 98?

I want to create a web page.

I have Windows 98 and a licensed Front Page 98. If I get Office 98 will I
be able to make a web page?

I don't want to have to get a new OS and all new software.

Please, can someone help me?

Windows 98 and FrontPage 98 along with a host is all you need.

No you don't need Office.

As far as I remember their was no Office 98 for the Windows/PC only on the MAC
