Do Not Deliver Before not working

Hello,

I have been testing the "Do Not Deliver Before" option in Outlook 2003.
It worked on one client machine once and then not the next time I tested it.
I have one Client that it never works, message stays in Outbox. These are
Outlook 2003 Clients connecting to a local Exchange Server. Thanks in
advance.
