Do Not Deliver Before Waits in Outbox

In Outlook 2002, since upgrading to Exchange 2003 from Exchange 5.5, messages configured to use "do not deliver before" now sit
eternally in the Outbox rather than being shipped off to the server and being delivered as scheduled. This use to work great under
Exchange 5.5, but it doesn't seem to work any more under Exchange 2003. The message just sits in the Outbox. Does anyone know how
to fix this?
