"do not download from server" rule in Outlook

A "do not download from server" rule in Outlook like the rule of the same
name that exists in Outlook Express 5 & 6.
As far as i know this does not feature in any version of Outlook although i
am particularly interested in Outlook 2003.

Are you aware there are third-party tools that will supply this?
