Do you need SharePoint for Project Server

Do you need to install SharePoint in order to install Project Server on a
windows 2003 SBS? I am having so many problems trying to get SharePoint to
work I just want to bypass that piece of crap and install Project Server.

Anyone know if I can do that?

You don't need WSS to run Project Server, however you lose Documents, Issues
and Risks. You also must have SBS Premium to run Project Server. Have a look
