doc already in use error message keeps appearing

PLEASE CAN YOU HELP ME WITH AN ISSUE I HAVE BEEN PUTTING
UP WITH FOR QUITE A WHILE.

When opening a file by double clicking on it, the error
message below keeps popping up! I am getting this error
with all Microsoft office programs. No other MS Office
applications are running at the time so I can not
understand why the message keeps appearing.

To my understanding, the message tells me that I have
already got the document I wish to view "open", when I
fact there is nothing open!

Why is MS Office trying to open the file "twice"?
