Doc lib on PWA top level site that does not inherit permission loses permissions on AD Sync, etc.

Hi,

we created the PWA Site with a blank template. That means we have only one
document folder on the PWA Site. We want to use this folder with read only
permission for everyone and write permission just for a few admins.

So we set the permissions manually, which means that the site does not
inherit the permissions form the PWA Site any more.

This works fine until for the moment. But after a while this is screwed up
and only the site collection admin can access the doc lib any more.

What might be the cause/workaround?
