Docking note containers?

Is there any way to dock note containers relative to each other on a page.
There are often times when I want text to the right of a diagram or picture
with arrows pointing to items and if I need to rearrange things then all
items must be moved independantly as opposed to as a group.

Unfortunately the feature of grouping containers is missing in ON.

AFAICS this issue is on top of the "Top 10 must urgently needed
improvements" list :-( :-(
