DOCMD not functioning in Visio 2003

If I add an action section to a shape's ShapeSheet and set the action to DOCMD(1023) (1023 corresponds to EditClear) it does nothing when this action is invoked. In reality any command that acts on the shape does nothing. If I use DOCMD(1076) which opens the PageSetup dialog, or any command that causes a dialog to open, the command works. Any ideas on what is going on.
