You don't say what version you are using. In Word 2001, I find this
sometimes occurs with remaining documents when certain documents (usually
created in Windows) have been closed. I get rid of this problem by dragging
any toolbar a couple of millimetres away from its normal position, then
dragging it back again (you'll find when it's ready to drop back into its
original position the toolbar borders will be "highlighted"). But there are
other manifestations in other versions, in addition to this one. I seem to
recall that on quitting Word and opening it back up again the problem has
disappeared, too.
