Document Information Panel cannot load

I am NOT using SharePoint or InfoPath. I am on a machine ina home
(router-managed) network. When I try to set Document Properties
(Button/Prepare/Document Properties), I get the error message that the Panel
cannot be loaded. I have tried a Repair of Office. This also happens in Excel
and PowerPoint. Doesn't matter if it's a blank file or an existing file, or
a 2003 or 2007 format.

Has anyone reported this to MS?

Start Word in Safe Mode and test. From Start, Run, type in

winword /a

and press enter. Word is now in Safe Mode. Open a document and test Document
Properties now: does it open correctly?

No, Terry, that doesn't fix it.

PS. I still have my old MS Office 2003 on the system. Could that have some
effect? The 2003 versions are in a different "Office" folder. The new files
(all of Office Pro) are in "Office07".

I have the same issue and a similiar setup.

I have visual studio 2008 installed but no info path or sharepoint as far as
I know.

if I open word or use winword /a and try to look at the document properties
of the blank document or any other document I get the "Document Information
Panel was unable to load" error.

Has anyone found a solution to this? I don't even know what a Document
Information Panel is. I just wanted the properties.

I too had this error in both Word 2007 and Excel 2007. Additionally, Excel
would not exit normally (had to be killed). Solved the problem based on
information from

I copied
C:\Program Files\Microsoft Web Designer Tools\Office12\1033\IPEDINTL.DLL
to
C:\Program Files\Microsoft Office\Office12\1033\IPEDINTL.DLL

That is, I copied IPEDINTL.DLL
from
C:\Program Files\Microsoft Web Designer Tools\Office12\1033\
to
C:\Program Files\Microsoft Office\Office12\1033\

That solved the problem for me.
