Document INformation Panel can't be loaded

I am NOT using SharePoint or InfoPath. I am on a machine in a home
(router-managed) network. When I try to set Document Properties
(Button/Prepare/Document Properties), I get the error message that the Panel
cannot be loaded. I have tried a Repair of Office. This happens in Word,
Excel and PowerPoint. Doesn't matter if it's a blank file or an existing
file, or a 2003 or 2007 format.

Has anyone reported this to MS?
Anyone have solution?
