Document Permission

Hello,
I have Document Library in EPM Site, when I logged in by "user1" I
couldn't see ""Add Document"" button, How can I visible this button ???

Note:
- user1 member of Team Members.
- Team Member have permission to Add Documents
- Sharepoint version 2007

Please Help .....

Team Members is a group (default)
