Document protection / page numbers wrong

When using the protection feature get
getting wierd page numbers in 30 page documents with a
TOC. When I unprotect the document the page numbers
appear correctly. When I protect the document (SSL) all
the page numbers revert to page number that I am viewing
at the time the document was protected. Is there a
solution that allows for protecting documents without
problems with page numbers. Using Word 2003.
