I have an admin person who will be utilizing the document share in project
web access. She has project manager permissions but when she clicks on the
project in the document tab pwa gives her a sign on screen (user name and
password).
Any suggestions?

Gary,

Sounds like she doesn't have permissions to access the WSS site/project
workspace. Have another Admin check the permissions for the WSS site under
Site Settings - Manage Users.

Marc- We have that same problem here with one of our resources. I have
double checked the permissions and they are set up properly so he should be
able to access the documents. Do you have any other thoughts?
