docx file converter does not work

I still cannot open a docx file and 2003 Word continually prompts me to go
to the website and get the converter. Even after downloading and running the
converter
Any suggestions?

Yes that is the correct file I downloaded and applied , I have also run that
converter on 4 other machine with the exact same results still can not open
the docx files
