From your post, my understanding on this issue is: you wonder if there is a
tool that enables Office 2000/2002 to read Office 2007 file formats. If I'm

"Overview":
By installing the Compatibility Pack in addition to Microsoft Office 2000,
Office XP, or Office 2003, you will be able to open, edit, and save files
using the file formats new to Word, Excel, and PowerPoint 2007.
To confirm that the compatibility pack enables Office 2000 to read/write
DOCX/XLSX/PPTX, I made a test on a Windows XP system with Office 2000 (no
Service Pack), and the Compatibility pack. It works well to read the Office
2007 file formats.
